Army Commander Daya Ratnayake on Friday said that Sri Lanka’s security forces invented their own methods to fight against one of the ferocious terrorist groups in the world.
He said that during the war there were ups and downs for the security forces. “We were required to adapt and remain ahead of our enemy. We did adapt. We did think out of the box. We invented our own methods and we succeeded,” the Commander said.
Lt. Gen. Ratnayake made this comment addressing the graduation parade of the newly commissioned officers of the Naval and Maritime Academy, Trincomalee on Friday night, as the Chief Guest of the event.
Speaking further the Commander said “it is almost four years since we have concluded combat operations and the transformation that has taken place thereafter too has surprised many.”

LeT terrorist Abdul Karim Tunda held by Delhi Police – PTI
He was one of the 20 men India had demanded that Pakistan hand over after the Mumbai terror attacks.
Delhi Police has arrested Abdul Karim Tunda alias Abdul Quddooss, one of India’s top 20 wanted terrorists, and mastermind of over 40 bombings in the country, from the India-Nepal border.
Seventy-year-old Tunda, an expert bomb maker of terror outfit Lashkar-e-Taiba, was arrested at around 3 p.m. on Friday from the Banwasa-Mehendarnagar border with Nepal, and brought to Delhi.
Tunda was one of 20 terrorists India had demanded the Pakistani government to hand over after the 26/11 Mumbai terror attack.
This list includes Laskhar chief Hafiz Saeed, Jaish-e-Mohammed chief Maulana Masood Azhar and underworld don Dawood Ibrahim, amongst others.
Police said Tunda was wanted in 21 cases in Delhi alone that were committed in 1994 and in 1996-1998.
They said Tunda had trained young indoctrinated youths in preparing bombs with locally available materials like urea, nitric acid, potassium chloride, nitrobenzene and sugar, and planting them at crowded places to cause maximum casualties.
He was carrying a Pakistani Passport No. AC 4413161 issued on January 23, 2013 in the name of Abdul Quddus, Special Commissioner of Police (Special Cell) S.N. Shrivastava told a press conference.
Tunda worked as a carpenter, scarp dealer and cloth merchant till 40, before becoming a jihadi militant.
His younger brother Abdul Malik (also a carpenter) is reportedly the only immediate family member alive in India.
There were conflicting reports over the circumstances in which Tunda was arrested, with one police source claiming that he was deported from a Gulf country.
Another source said that Tunda left Karachi around ten days ago and reached Kathmandu via Dubai.
Intelligence agencies were tracking him from Dubai and gave a tip-off to the Special Cell of Delhi Police, which finally nabbed him yesterday from the India-Nepal border.
Tunda was produced before a duty magistrate early in the morning in New Delhi on Saturday. The court sent him to a three-day police custody.
“Abdul Karim Tunda is a well known LeT explosive expert/terrorist wanted for his role in 1993 Mumbai serial train blasts, Delhi bomb blasts of 1997-98 and serial bombings in the state of Uttar Pradesh and also at Panipat, Sonepat, Ludhiana, Hyderabad etc,” said Mr. Shrivastava.
Tunda is reportedly also wanted in several cases of serial blasts in trains in Hyderabad, Gulbarga, Surat and Lucknow on December 5 and 6, 1993, he said.
Mr. Shrivastava said that Pakistan trained LeT terrorists, belonging to Pakistan and Bangladesh, had carried out 24 explosions in Delhi, 5 in Haryana and 3 explosions in Uttar Pradesh on the instructions of Tunda.
“Tunda had planned to carry out bombings in and around Delhi in 2010 at the time of the Commonwealth Games, but the plan was timely thwarted with the arrest of his accomplices who were supposed to carry out the attack,” said Mr. Shrivastava.
The CBI had charged Tunda with organising LeT’s major terror attacks outside of Jammu and Kashmir — a series of 43 bombings in Mumbai, Hyderabad, Delhi, Rohtak and Jalandhar in which over 20 persons were killed and over 400 injured.
“Nicknamed Tunda for his handicapped left arm, the terrorist is closely associated with Lashkar-e-Taiba (LeT)/ISI in Pakistan. Tunda, in early 1980s, was initiated into terrorism by the ISI.
“In March 1985, while Abdul Karim was in Mumbai in connection with his trade, there were communal riots in Bhiwandi,” said Joint Commissioner of Police (Special Cell) M.M. Oberoi.
Tunda’s left hand got severed in an accident while he was preparing a bomb, and this later earned him the feared nickname ‘Tunda’, said Mr. Oberoi.
“In Mumbai, Abdul Karim Tunda met and befriended one Dr. Jalees Ansari. Both Abdul Karim and Ansari constituted their own Tanzeem namely ‘Tanzeem Islah-ul-Muslimeen (Islamic Armed Organisation for the Improvement of Muslims).
“Another top LeT militant, Azam Ghouri, had joined the Tanzeem floated by Ahl-e-Hadis to avenge the Babri Masjid demolition incident,” Mr. Oberoi said.
In 1993, Tunda and Ansari had set off a series of explosions in Mumbai and Hyderabad and seven separate bomb blasts on trains. After Jalees’s arrest in January 1994, Tunda fled to Dhaka, capital of Bangladesh, police said.
“In Dhaka, Tunda started imparting training to Jehadi elements in bomb making. He also stayed in Pakistan, where he is known to have imparted training on fabrication of IED and other explosives to Mujahids, who are sent to India from Pakistan for Jehad,” Mr. Oberoi said.
He returned from Dhaka to India to mastermind the deadly 1996-1998 blasts. In almost all the blasts in Delhi during 1996-98, Tunda’s men, who were from Pakistan and Bangladesh, had detonated bombs using pencil batteries, he said.
The most devastating of these blasts was in a crowded private bus at Punjabi Bagh in Delhi in December 1997. The blast occurred when the bus, running between Ajmeri Gate and Nangloi, had reached Rampura in Punjabi Bagh.
Four commuters were killed in the blast and 24 others sustained injuries.
“Tunda is known to and worked with Hafiz Saeed, Zakiur Rehman Lakhvi, Wadhawa Singh, Ratandeep Singh, Karachi based IM absconders, Abdul Aziz alias Bada Sajid and others. He is well known to Dawood Ibrahim,” Mr. Oberoi said.
Describing Tunda, against whom an Interpol Red Corner notice was issued in 1996, the security agencies say he would be able to throw some light on Lashkar-e-Taiba’s operations in India.
According to the police, Tunda was also the mastermind of the series of bomb blasts in New Delhi, Panipat, Sonepat, Ludhiana, Kanpur and Varanasi between December 1996 and January 1998.
Subsequently, Tunda had reportedly fled to Pakistan via Bangladesh, from his home in Ghaziabad (1998).
February 1998 breakthrough
The breakthrough for the police came with the February 1998 arrest of Tunda’s two Bangladeshi ‘students’, Mato-ur Rehman and Akbar alias Haroon, from Sadar Bazar railway station, New Delhi, police said.
Delhi Police later arrested 24 other members of the module, including Tunda’s confidants, Kamran and Shakeel.
“The hunt for Tunda had temporarily died down in 2000 when it was believed that Tunda had been killed in a blast in Bangladesh.
“Meanwhile, Tunda’s continuing involvement came to notice in August 2005 when Abdul Razzak Masood, an alleged LeT chief coordinator in Dubai (UAE), arrested by the Special Cell of the Delhi police, disclosed that Tunda was alive and he had met him in Lahore in December, 2003,” said Deputy Commissioner of Police (Special Cell) Sanjeev Kumar Yadav.
According to police, Tunda has been declared a ‘proclaimed offender’ in the cases pending against him for the 1996-98 serial blasts.
He had also been associated with Rohingya operatives in the past.
His association with Rehan alias Zafar (LeT Commander), Azam Cheema alias Babajee (LeT Commander) is well known, he said.

Tragedy struck India and at a very euphoric time for India when the Indian submarine Sindhurakshak blew up on Tuesday in its home port in Mumbai killing its18 strong crew and setting off two torpedoes that damaged two other vessels in the naval dockyard.
It was a Kilo Class Russian built diesel-electric submarine built at St Petersburg in 1997 capable of firing cruise missiles at a 125-mile range and the incident came as a major setback for the Indian Navy. Reports said that of the 14 submarines of the Indian Navy only a few were operational and the Sindhurakshak was one of them.
Giant Stride
India was celebrating two breakthroughs in naval technology before the tragedy last week. On August 10, it activated the nuclear reactor aboard INS Arihant, India’s first indigenously designed and built nuclear powered ballistic missile submarine.
It will undergo sea-trials soon.
Described by Indian Prime Minister Manmohan Singh as ‘a giant stride in the progress of India’s indigenous technology capabilities’, the 6,000 ton submarine is a part of a project to build 5 such vessels which can be armed with nuclear tipped missiles and torpedoes. The Arihant powered by a 85 megawatt nuclear reactor to reach a speed of 40 km/hr would add a third dimension to India’s defence capability, so far the country has only land-to-air ballistic missiles, reports of defence analysts said.
Indians were over the moon when they launched INS Vikrant, the biggest warship to be built in the country and was said to be the ‘centrepiece of Indian Naval power’. Launched on August 12 in Kochi port in the Kerala state it has a displacement of 40,000 tons, length 200 metres (850 ft), speed of 28 knots, carry 29 MiG aircraft, and sail over 8,000 nautical miles. It is expected to be operational in 2020. The cost is estimated at US$ 2.2 billion original estimate being US$ 500 million.
The launch of the Vikrant made the staid ‘Hindu’ say it was a ‘proud moment for the Indian Navy’ and some other Indian national newspapers pointed out that India was joining the ‘select club of four nations’ – US, UK, France and Russia – that has the capability to build, operate warships of this size. The joy was understandable. India, despite its magnitude in geographical extent or population, for almost 50 year after Independence was considered a ‘cow dung’ power till it announced to the world it was a nuclear power by exploding 5 nuclear bombs in 1998. Now it’s a demonstration of its prowess in military technology.

In its obvious quest to be a global military power – or rub shoulders with such powers – India appears to have forgotten the message of Ahimsa – non-violence – of its founding father, Mahatma Gandhi whose frail half naked photo hangs at the entrance to every Indian chancery. Of course 21st Century India’s resolve is as peaceful as Gandhi’s, it will be said. This build up of the state-of-the-art armaments have the objective, peace, the defence of India. So are the declared intentions of emergent Asia-Pacific nations who now appear to be engaged in a fierce arms race, particularly in acquiring aircraft carriers.
China over a year ago put to sea its first aircraft carrier Lialong, a former Soviet Union ship launched 25 years ago rebuilt by China and has been sailing the Yellow Sea for over a year. Lialong has a flight deck 999ft long and a displacement of 55,000 tons in comparison to Vikrant’s 850 ft and 40,000 tons displacement.
Even though India’s military build up is considered by some analysts to be a ‘countervailing force’ to China, the latter’s concern is more of Japan and not India. With Japan there are bitter memories going back to World War II. In recent times there has been intense tension built up between both countries over the disputed islands of Senakaku (in Japanese), Diyayou (in Chinese) lying between China and Japan.
Japan this month launched a destroyer ‘Izumu’ which has characteristics similar to a conventional air carrier, designed to carry 14 helicopters but defence analysts have said could also be used as a platform for fighter jets. Japan under its own post war constitution is not permitted to have armed forces or offensive weapons and only for the purpose of defence.
The recent election of Shinto Abe as Prime Minister and his intention to amend article 9 of the constitution to change the pacifist constitution imposed on it has given rise to speculation in countries of the region of Japan’s militaristic intentions. But Japan is yet to forsake its pacifist constitution.

While most military analysts have speculated about power projections into the Asia-Pacific region by these new ‘naval powers’ although all of them profess only self-defence and peaceful intentions, some western analysts scoff off any possible immediate threat posed by them. The comments indicate western disdain for Orientals achieving success in technology, particularly military technology.
Forbes Journal in an online comment points out that the INS Vikrant is far from being functional. ‘It is in the water to the din of the traditional band and Sanskrit chants Christened by the wife of Deputy Minister A. K. Anthony when she broke a coconut on the bow but basically it is still awaiting a flight deck, bridge and much else’. China’s ability has not been subject to much criticism but Japan’s prowess on building commercial ships is pointed out and it could deter China in its confrontation with Japan, it is claimed.
China, Japan and India claim their naval build up at great cost is mainly for protection of its sea-lanes to bring in vital materials to sustain their economy. But national pride and not remain second-class behind the former colonial rulers must also be a prime motivating factor.

Student Movement of Pakistan), alternatively referred to as the Pakistani Taliban, is an umbrella organization of various Islamist militant groups based in the northwestern Federally Administered Tribal Areas along the Afghan border in Pakistan. Most, but not all, Pakistani Taliban groups coalesce under the TTP. In December 2007 about 13 groups united under the leadership of Baitullah Mehsud to form the Tehrik-i-Taliban Pakistan. The Afghan Taliban, with the alleged support of Pakistani Taliban, operate against international coalition and Afghan security forces in Afghanistan but are strictly opposed to targeting the Pakistani state. The TTP in contrast has almost exclusively targeted elements of the Pakistani state although it took credit for the 2009 Camp Chapman attack and the 2010 Times Square car bombing attempt..

The Liberation Tigers of Tamil Eelam ; commonly known as the LTTE or the Tamil Tigers) was a separatist militant organisation that was based in northern Sri Lanka. Founded in May 1976 by Velupillai Prabhakaran, it waged a violent secessionist and nationalist campaign to create an independent state in the north and east of Sri Lanka for Tamil people.This campaign evolved into the Sri Lankan Civil War, which ran from 1983 until 2009, when the LTTE was defeated by the Sri Lankan Military.
At the height of its power, the LTTE possessed a well-developed militia and carried out many high-profile attacks, including the assassinations of several high-ranking Sri Lankan and Indian politicians. The LTTE was the only separatist militant organisation to assassinate two world leaders: Sri Lankan President Ranasinghe Premadasa in 1993 and former Indian Prime Minister Rajiv Gandhi in 1991. Civilian massacres, suicide bombings and acts of ethnic cleansing were integral parts of its pursuit to create a monoethnic Tamil Eelam in response to the nationwide atrocities against the Tamil population. The LTTE pioneered the use of suicide belts, and used light aircraft in some of its attacks. As a result of its tactics, it is currently proscribed as a terrorist organisation by 32 countries, including India, but has support amongst some Tamils in Tamil Nadu in India. At its peak in 2000, the LTTE was in control of 76% of the landmass in the Northern and Eastern Provinces of Sri Lanka. At the start of the final round of peace talks in 2002, the Tamil Tigers, with control of 15,000 km2 area, ran a virtual mini-state. After the breakdown of the peace process in 2006, the Sri Lankan military launched a major offensive against the Tigers, defeating the LTTE militarily and bringing the entire country under its control. Victory over the Tigers was declared by Sri Lankan President Mahinda Rajapaksa on May 16, 2009, and the LTTE admitted defeat on May 17, 2009. Prabhakaran was killed by government forces on May 19, 2009. The Sri Lankan cricket team attack occurred on 3 March 2009, when a bus carrying Sri Lankan cricketers, part of a larger convoy, was fired upon by 12 gunmen, near the Gaddafi Stadium in Lahore, Pakistan. The cricketers were on their way to play the third day of the second Test against the Pakistani cricket team. Six members of the Sri Lanka national cricket team were injured. Six Pakistani policemen and two civilians were killed.

According to the officials, 12 gunmen were hiding near Liberty Square, in the centre of Lahore, waiting for the Sri Lankan team to pass on their way to the Gaddafi stadium. When the bus crossed the road they started firing, targeting the bus. The Pakistan police escorting the team returned fire; in the ensuing fighting, six policemen and two civilians died. According to some reports the Pakistan security force later fled the scene. After about 20 minutes, the militants fled, leaving behind rocket launchers and grenades.
The gunmen had first targeted the wheels of the bus, and then had fired at the bus and its occupants. The attackers had fired a rocket at the bus, which missed and hit a nearby electric pole. The driver of the bus, Mehar Mohammad Khalil, had then kept on driving a distance of about 500 metres (1,600 ft) until they reached the stadium. Khalil was hailed as a hero for his bravery. The attackers had also thrown a grenade under the bus, which exploded after the bus had passed over it.
A minivan following the team bus carrying the match referee and umpires was also fired upon and the driver was killed.
Security cameras captured footage of several gunmen carrying automatic weapons and backpacks, firing on the convoy from the Liberty Square roundabout. They were later seen jogging up the street and escaping on motorcycl[ The attackers were armed with AK-47 assault rifles, hand grenades, RPG launchers, claymores and explosive charges.
