கொழும்பில் நடைபெற்ற ஊடகவியலாளர்கள் உட்பட பல்வேறு படுகொலைகளுக்கும் பாதுகாப்பு செயலாளர் கோட்டபாய ராஜபக்சதான் பொறுப்பென மனித உரிமைகளுக்கான பல்கலைக்கழக ஆசிரியர்கள் தெரிவித்துள்ளனர்.
மனித உரிமைகளுக்கான பல்கலைக்கழக ஆசிரியர்களின் அறிக்கை பயங்கரத்தின் உண்மையான முகத்தை அம்பலப்படுத்தியுள்ளது. படுகொலையாளிகள் பாதுகாப்பு செயலாளர் கோட்டபாய ராஜபக்சவின் கீழேயே செயற்பட்டு வந்துள்ளனர் என்பதை தமக்கு கிடைத்த தகவல்கள் உறுதியாகத் தெரிவிப்பதாகவும் அவ்வறிக்கை சுட்டிக் காட்டுகின்றது. தமக்குக் கிடைத்த உறுதியான தகவல்களை இன்னொரு சுயாதீனமான தகவல் மூலத்தின் மூலம் தாம் உறுதிப்படுத்தியதாகவும் அவ்வறிக்கை குறிப்பிடுகிறது. உதாரணமாக புலனாய்வுத்துறையில் உள்ள வசந்தவுடன் பிள்ளையான் குழுவினருக்கு இருந்த தொடர்பு, அவர்களுடைய பி.என்.எம். தொடர்பு போன்றன.
புலனாய்வுத்துறையைச் சேர்ந்த இரண்டு முக்கியமான உறுப்பினர்கள் பாதுகாப்புச் செயலாளர் கோட்டபாய ராஜபக்சவுடன் மிக நெருக்கமான உறவுகளைப் பேணிச் செயற்பட்டு வந்துள்ளனர். ஒருவர் திருகோணமலையைத் தளமாகக் கொண்ட கடற்படையைச் சேர்ந்த கமால்தீன். மற்றவர் இராணுவத்தின் கெமுனுபடைப்பிரிவின் கட்டளை அதிகாரி தென்னக்கோன். இவர் வெலிக்கந்தவைத் தளமாகக் கொண்டவர்.
கருணா குழு, ஈ,பிடிபி ஆகியவற்றிலிருந்த கொலையாளிகளுடன் தொடர்பையும், அவர்களுக்கான உத்தரவுகளையும் பிறப்பித்து வந்தவர் சம்பத் எனப்படும் முன்னாள் கடற்படை புலனாய்வு அதிகாரி. இவர் கமால்தீன் மற்றும் வசந்த ஆகியோரின் கீழ் செயற்பட்டு வந்தார்.
இந்தப் பயங்கரம் மூன்று தளங்களில் இடம்பெற்றுள்ளதாக நாம் வகைப்படுத்தலாம். மிகக் கீழ் மட்டத்தில் கருணா குழுவினர், ஈபிடிபி உறுப்பினர்கள், முஸ்லிம் துணை இராணுவக்குழுக்கள், மற்றும் விடுதலைப் புலிகளிலிருந்து வெளியேறியோர் ஆகியோரைக் கொண்டு நடாத்தப்பட்டது.
இரண்டாவது தளத்தில் ஜாதிக ஹெல உருமய, பி என் எம் எனப்படும் தாய்நாட்டைப் பாதுகாக்கும் இயக்கம், மற்றும் புலனாய்வுப் பிரிவினரால் மேற்கொள்ளப்பட்டவை. மூன்றாவது இவர்களுடன் தொடர்புபட்ட ஒரு மூன்றாவது அணியால் நடாத்தப்பட்டவை. இதனை தேவைக்கெற்ப இரண்டாவது அணியினர் கையாண்டு கொண்டனர்.
கோட்டபாய ராஜபக்சதான் ரவிராஜ், கொல்லப்படக் காரணமாக இருந்திருக்கிறார் என்பதை மேற்படி சூழ்நிலைகள் தெளிவாக எடுத்துக் காட்டுகின்றன. மக்கள் கண்காணிப்புக்குழுவின் நடவடிக்கைகளை முடக்குவதே அதன் உடனடியான இலக்காக இருந்தது. கடத்தல்கள், காணாமல் போதல்கள், படுகொலைகள், கப்பம் வாங்குதல் என்பன கோட்டபாய ராஜபக்சவின் கோஸ்டியினரால் மூடி மறைக்கப்படுவதை கண்காணிப்புக்குழுவின் அறிக்கை வெளிப்படுத்தி இருந்தது. அது அரசாங்கத்தின் நடவடிக்கைகள் நாற்றமெடுப்பதை அம்பலப்படுத்தியது. கண்காணிப்பக்குழுவின் இந்நடவடிக்கைகள் ஜனாதிபதிக்குப் பொறுக்க முடியாதவையாக இருந்தன. ஜனாதிபதியின் கீழ் இருந்த பாதுகாப்பு அமைச்சை அவருடைய இளைய சகோதரரான கோட்டபாயவே நடாத்தி வந்தார் என்பது குறிப்பிடத்தக்கது.
மக்கள் இலக்கு வைத்துக் கடத்தப்பட்டுப் பின்னர் காணாமல் போய்க் கொண்டிருக்கிறார்கள். இவ்வாறு காணாமல் போனவர்களின் எண்ணிக்கை ஆயிரத்தை தாண்டிக் கொண்டிருக்கிறது. கொலையாளிகள் பாதுகாப்பு அமைச்சுடன் மிக நெருக்கமாகவர்களாக இருக்கிறார்கள். அவர்கள் ஊடகப் பணியாளர்கள் பலரைக் கொன்றிருக்கிறார்கள்.
முக்கியமான பத்திரிகையின் பெண் ஆசிரியாரை கருணா குழுவினரைக் கொண்டு அச்சுறுத்திய பாதுகாப்பு செயலாளரை ஜனாதிபதி விடாப்பிடியாக தொடர்ந்து பணியில் வைத்திருக்கிறார்.
ஏற்கெனவே சொல்லப்பட்ட மோசமான நிலைமைகைளில் இருந்து பாதுகாப்பு அளிக்கக்கூடிய உண்மையான அர்த்தத்திலான பாதுகாப்பு செயலாளர் அல்ல அவர் என தெரிவிக்கப்பட்டுள்ளது.

The Second Fascist Front in Sri Lanka – Towards Crushing the Minorities and Disenfranchising the Sinhalese
Kool Party at Layards Road and a Fatal Pact:
The killing of the Bojan sisters in Jaffna in mid-January 2006 was a definite sign that the EPDP had begun killing persons with family or other alleged connections to the LTTE. The EPDP followed this up with others including the attack on the Uthayan Newspaper office and killing two employees on 2nd May 2006 when President Rajapakse was hosting a World Press Freedom Day celebration in Colombo, and participating with the Navy in the Allaipiddy killings on 13th May 2006. These attacks could be seen also as part of tit for tat arrangements left behind by President Kumaratunge after the LTTE killed Foreign Minister Lakshman Kadirgamar on 12th August 2005 or even earlier.
A new compact in service of an extremist agenda emerged in May 2006. We piece the story together from information we received from a number of sources in response to inquiries over the killing of N. Raviraj MP. The various strands support the main drift, as also the revelations over the Gajanayake scandal by Lakshman Seneviratne MP.
It began at the Cabinet meeting held about Wednesday 17th May 2006, soon after the Allaipiddy killings. The President Mahinda Rajapakse openly castigated Minister Douglas Devananda in the presence of other Ministers for the Allaipiddy and other such incidents in Jaffna. Following the meeting, one source adds, “Devananda invited President Rajapakse and his brothers Basil and Gotabhaya (I am not sure if both brothers attended) for a kool feast on Sunday 21st May. Navy Admiral Daya Sandagiri was also there. Sivathasan was given the task of preparing kool for 25 persons (27 according to another source). The order was given on Friday and Palmyrah Board vehicles were used to buy the fish and other necessities. The invitees arrived at Layards Road at 3.00 PM and left at 10.00 PM. They posed for photographs with EPDP cadres.”
The first source who did not speak of Karuna’s presence at the meeting, said they spoke about operations in Trincomalee and the East in general and compliments were paid to Mr. Devananda for his ‘good work’ in the North. Complimenting Devananda’s good work in the North sits strangely beside castigating him in front of the Cabinet. Another source abroad said that Karuna was a good deal at Devananda’s Layards Rd. office around this time, adding that he said over the phone from the office that he was very disillusioned and wanted to go abroad, but Devananda (Annai) had given him hope and encouraged him to stay.
A senior person with good EPDP links assured us that Karuna was present at the party and the discussion proceeded with Karuna and Devananda seated on either side of President Rajapakse, while Sivathasan translated. The main outcome was that Karuna and Devananda agreed to cooperate with Rajapakse on the break up of the merged North-East Province (an anathema to the JHU and JVP). In return for the cooperation, Karuna was promised the interim administration of the East for five years and Devananda, that of the North for the same period.
The elements were already in place, such as the JHU patronage of Karuna and Devananda. Clearly, President Rajapakse was pleased. He left backslapping EPDP members Kiruban and Vincent in a comradely gesture. Sivathasan was very upset.
As a consequence of the pact, Karuna forces were to provide units to ‘fight for the liberation of the East’. There were not many more than 200 cadres under Karuna. The lack of numbers was solved by the government forces helping him to conscript boys for his army. This emerged on a conspicuous scale within three weeks of the Kool Party Pact. HRW says,
“The majority of “disappearances” appear to be perpetrated by the Sri Lanka security forces. In these cases the military, alone or in cooperation with paramilitary groups such as the Tamil political party Eelam People’s Democratic Party (EPDP) or the Karuna group, target young Tamils suspected of directly or indirectly supporting the LTTE. The clearest examples come from Jaffna, where abductions take place in areas of strict military control, sometimes at night, when a curfew is in effect”
“Human Rights Watch visited Jaffna in February 2007 and interviewed the families of 37 persons who had been “disappeared” over the previous year. Of these, in 21 cases the evidence strongly suggested the involvement of government security forces. In two cases the families strongly believed that the perpetrators were members of the EPDP (based on their accents,appearance, and cars leaving in the direction of EPDP camps). In one case involving three people, the families believed the perpetrator was the LTTE.”
