Letter from Delhi delivered to Afzal’s wife today
In a new twist, a top officer of the Jammu and Kashmir Postal Department on Monday said a letter from Delhi addressed to the wife of Parliament attack case convict Afzal Guru, who was hanged on Saturday, was delivered on Monday morning.
The letter, booked from GPO New Delhi, was received in Srinagar GPO on February 9, the day Guru was hanged, Chief Post Master General of Jammu and Kashmir Circle John Samuel said.
“Since Sunday is a public holiday, the letter was delivered this morning,” Mr. Samuel said.
A controversy had erupted on Sunday over the purported communication from the Centre to the family of Guru about the decision to hang him on Saturday with the family alleging they had come to know about his hanging from TV channels.
Though Union Home Secretary R.K. Singh had said that the family of Guru was sent a communication through Speed Post, the family claimed having not received any such communication raising questions as to whether there was a serious effort to inform the family.
“Guru’s family was informed about the decision of the government that his mercy petition has been rejected. This was done through Speed Post,” Mr. Singh had said.
Chief Minister Omar Abdullah had questioned the rationale of informing Guru’s family through post saying the reliability of the medium itself was questionable.
“If we are going to inform someone by post that his family member is going to be hanged, there is something seriously wrong with the system,” he had said.
Mr. Samuel said the family of the deceased cooperated with the postal staff who went to deliver the letter.
The officer, however, said he was not sure whether it was the letter sent from the Central government to inform Guru’s family about the execution.
The family of the deceased refused to talk to media on the matter, saying they were still in mourning and would not like to comment.

From Jammu, NC Ministers rush to Kashmir to tackle political crisis

Work at the Secretariat in J&K’s winter capital of Jammu has come to a grinding halt as Ministers from Kashmir rushed back to their constituencies, at the instance of Chief Minister Omar Abdullah, to tackle the political turmoil there in the wake of Saturday’s hanging of Parliament attack case convict Afzal Guru. .
Highly placed sources in the coalition government told The Hindu that almost all National Conference Ministers arrived in the summer capital on Monday afternoon. They met Mr. Abdullah at his residence and later fanned out to different areas by road or helicopter. The sources said the Congress Ministers —Taj Mohiuddin, Peerzada Mohammad Sayeed and Ghulam Ahmad Mir — were expected to follow suit.
NC Ministers Abdul Rahim Rather (Finance) and Mian Altaf Ahmad (Forests) would arrive here on Tuesday as both of them, according to the government sources, were preoccupied with some other important work. While Mr Rather, who suffered a fracture in the foot in January, has reduced his movements and is busy with budget preparation, Mr. Altaf was being called from his tour of the border districts of Rajouri and Poonch.
Earlier in the day, there was intense speculation that the Chief Minister intended to submit his resignation over the Centre rejecting his plea to commute Afzal Guru’s death sentence to a life term. However, men of consequence in his government and the party insisted that the Ministers were being summoned only to reach out to the people. Even the MLAs of the worst-hit constituencies including Javed Ahmad Dar of Rafiabad (where one protester died and five others sustained injuries in CRPF firing) were called back and sent to their areas.
Some senior bureaucrats and Director-General of Police Ashok Parasad are camping in Srinagar along with the Chief Minister, to monitor the situation.
